Prof. Dr. Murat Volkan Dülger established Dülger Law Office in 2006. He is a faculty member in Criminal Law, Criminal Procedure Law and Information Technology Law at Istanbul Aydın University Faculty of Law.
His work in information technology law goes back to 2004, when his master's thesis was published as the book "Bilişim Suçları ve İnternet İletişim Hukuku" (Information Crimes and Internet Communication Law); its eleventh edition appeared in 2025. A significant part of his academic work concerns personal data protection law; the fourth edition of his book "Kişisel Verilerin Korunması Hukuku" (Personal Data Protection Law) appeared in 2026.
